Halifax-based public sector consulting company Davis Pier announced today it has joined Belfast-headquartered global digital transformation company Kainos Group plc (KNOS).

Public sector consultancy Davis Pier joins digital transformation leader Kainos

(Halifax, Nova Scotia, Sept. 19, 2025) – Halifax-based public sector consulting company Davis Pier announced today it has joined Belfast-headquartered global digital transformation company Kainos Group plc (KNOS).

The two companies have worked together since 2022, collaborating on digital transformation within Canada’s public, community services, and healthcare sectors. 

Founded in Belfast in 1986, Kainos employs 3000 people across 20 offices worldwide, including Halifax and Toronto. Started in Halifax 11 years ago, Davis Pier has a team of more than 120 people in Halifax, Prince Edward Island and Toronto working across the country to address complex government and social challenges.

“This critical step in the future of our company is being built on the successes we have had collaborating with Kainos in Nova Scotia and Ontario”, said Davis Pier CEO, Mike Davis. “Through this collaboration, we have seen what is possible when we combine the world class digital technology and AI expertise of Kainos with our deep understanding of government policy challenges and ability to implement transformational change.”

Under the terms of the acquisition, Davis Pier will become a wholly owned subsidiary of Kainos supporting its long-term growth across North America. Terms of the acquisition have not been disclosed.

Davis Pier will continue to operate under its current brand, and the company will continue to deliver all current service offerings including strategy, analytics, transformation and change management, service design, behavioral science, social science research, digital design and advisory.  Davis Pier’s emphasis will remain on government, healthcare, and human and social services as a champion of public sector innovation and improvement.

The acquisition of Davis Pier more than doubles Kainos’ Digital Services footprint in Canada.  Kainos is looking to further build its Canadian delivery and operations hub in Halifax to leverage Nova Scotia’s talent pool and Davis Pier’s deep relationships with regional post-secondary institutions. The companies will work to expand across the country, bringing a shared public sector innovation approach to new provinces and the federal government as part of a plan to increase projects, staff, and impact.
